I installed the latest version of exSILentia 4, but I can't open my original project created in version 3. How can I convert the version 3 project file to be readable from version 4?

When you start up exSILentia 4 and then choose 'Open Project' a windows dialog should pop up prompting you to select which project you wish to open. In the bottom right corner (as seen in the screenshot below) you need to choose exSILentia 3, so that projects with .exi file extensions will show up in the dialog.
