In exSILentia version 3, architectural constraints are disabled for high or continuous demand mode SIFs. This is based on the discussions within the 61508 committee that the architectural constraints are only attended for Low demand applications. In your example the architectural constraints are not considered. However, the standard was never updated to reflect the committees opinion.
