I am trying to export a Basic Alarm Design with Export Filter ON. However Control System is not shown as per the User Guide.

It sounds like your project is configured as Generic, but you want it to be a DeltaV project. From the main menu form go to 'Project' and 'Properties'. In that window you can choose 'DeltaV' for the project type. It's possible you originally choose to make it a DeltaV project, but then you imported the setup wizard settings from a non-DeltaV project.
